How to Setup a local user in your local linux distro

When we setup a local user in our local linux distro, we always choose easy password and ignore lots of security offered by linux. My advise is, don't do that. Let's quickly go through, how we should setup a local user. 

a. Add group
b. Add user
c. Set Password & Expiry
d. Force User to change the password in next login
